Government Structure
Form of Government
South Holland operates under the President-Trustee form of local government. This system combines the elected leadership of the Village President (Mayor) and Board of Trustees with the professional management of a Village Administrator.
Elected Officials
The Village has eight at-large elected officials, meaning they represent the entire community rather than specific districts:
- Village President (Mayor)
- Village Clerk
- Six Trustees
Roles and Responsibilities
Village Board (Mayor + Trustees)
The Village Board sets policy and direction for the Village. Their responsibilities include:
- Passing ordinances and resolutions
- Approving expenditures and the annual budget
- Levying taxes
- Approving zoning, subdivisions, and land use
- Addressing issues that affect the Village as a whole
Village Administrator
Appointed by the President with Board approval, the Village Administrator:
- Implements the policies of the Village Board
- Oversees day-to-day operations of the Village
- Manages department heads and municipal staff
- Ensures effective service delivery to residents
