Although flooding has occurred along South Hollands streams since the last glacier left Illinois, our worst flood in history occurred in late November 1990, prompting the Village to prepare a Floodplain Plan. This Plan, adopted May 1994, provides technical and financial assistance in the form of rebates to residents with qualifying projects.
In 1991, South Holland applied for a classification
under the Community Rating System (CRS) program which sets many guidelines for flood
prevention. As a result of the effort reflected in the application, South Holland earned a
rating of Class 7.
In 1996, South Holland resubmitted its application, including the
activities implemented since the prior submission, which resulted in South Holland being
re-classified as a Class 6. This means a 20% discount for our South Holland residents when
purchasing the Federal Flood Insurance.
In 2004, South Holland again resubmitted its application, including the
activities implemented since the prior submission, which resulted in South Holland being
re-classified as a Class 5. This means a 25% discount for our South Holland residents when
purchasing the Federal Flood Insurance.
The Floodplain Management Plan was
adopted to help reduce the damage that flooding causes.

Rebate Program Details:
This program offers owners of an owner-occupied single-family residence a 25% rebate for flood control projects they undertake such as:
Installation of overhead sewers
Repair of foundation cracks
Installation of drain tiles
Battery back up sump pumps
The maximum rebate is $2500.00
From 1995 through the end of 2007, we have recorded 883 applications, and approved 970 of them, with a total project cost value of $1,445,906.00, for an average of $1,830.00 per project.
The village has rebated $361,476.70 to 647 homeowners, for an average rebate of $458.57.
In 2007, we processed 71 applications, 63 of which were approved, with a total project cost value of $161,594.00, and total rebates of $40,398.50.
