President De Graff Meets with Railroad

Village President, Don A. De Graff, informed residents of a recent meeting with the current leadership of Canadian National Railroad last week.  Issues discussed at the meeting included crossing blockages; the length of stoppages south of 170th Street; trains pulling up to the restart markers; the number of running engines; and the transportation of potentially hazardous materials.  A press release is available at the Village Hall or on the website at http://www.southholland.org for residents detailing the issues discussed at the meeting.

Flood Awareness Week

Village Clerk Ruth DeVries read a proclamation designating July 26 through July 30 as Flood Awareness Week in the Village of South Holland.  This month marks the anniversary of two of South Holland's worst floods occuring in 1957 and 1996.  Due to the Village's efforts to ensure adequate planning to prevent flood damage to South Holland residents and businesses, its current Community Rating System is now at 5.  Each rating level below 10 reduces flood insurance costs by 5%.  Only 3 other communities in the United States have a better rating.  Residents are encouraged to learn more about flood protections and hazards through information currently available at the Library, Village Hall, and village website at http://www.southholland.org 

Engineer's Report

Interstate 80/94 will be closed in temporary intervals next week for 4 to 6 hour periods beginning Saturday July 24 at 1:00am each morning.  Westbound travelers will be re-routed through the 159th Street clover leaf interchange.

Parks & Recreation

Trustee Bennett announced that registration for fall programs will be held August 26 - 28 at the Community Center.  The first day of registration is for South Holland residents only.  Further details will be made available in the upcoming weeks.

South Holland will be hosting the Girls Little League Softball Tournament at Gouwens Park starting July 23.

Community Development

The Board approved Building Permits No. 2004-719 through 2004-776.  Included in those permits is a building addition for Beauchamp Upholstery; construction of a new service station and retail space located at 170th & South Park Avenue; signage for businesses at 530 E 162nd Street; and a variety of home improvements.

Other Notables:

Dr. Carl E. King from Christ Community Church opened the meeting with prayer.

There were two public hearings held.  The first was for the Appropriation Ordinance for the 2004-2005 fiscal year for a total spending budget of $26,637,365.  The second was for the Redevelopment Agreement for Amalgamated Bank of Chicago.  There were no competing plans submitted for the 2.3 acre property, located at 161st and LaSalle Street.

The Board approved the Appropriation Ordinance for the 2004-2005 spending budget.

The Board approved a TIF Redevelopment Agreement for Amalgamated Bank of Chicago.

The Board approved Register No. 477 in the amount of $1,083,116.44 covering day-to-day operations, vendor payments, and salaries.

A resident asked the Village Board what further measures can be taken regarding a neighbor's dog constant barking during early morning hours.  Village President De Graff deferred to the Deputy Police Chief, who agreed to meet with the resident to address the issue.
